The Engineer/Technologist must have extensive field experience in a hydro plant environment. SaskTel requires a standalone DC Power cabinet for use in SaskTel’s ongoing wireless network deployment of tower and equipment sites in urban centers where land acquisition does not allow for the installation of a traditional Small Equipment Buildings (SEB) and tower. Typical application would be for Stealth and Street Light wireless sites, often located in residential and business areas within a city.
It is SaskTel’s desire to have a cabinet that will contain a complete -48 Volt DC Power plant consisting of AC commercial power meter, breaker panel and wiring, provisions for quick disconnect of AC Power circuits to rectifiers, and provisions for quick connect Hubbell connections for standalone 5 KW emergency generator connections, rectifiers, and provisions for batteries for backup power reserves.
Cabinets should be as small a footprint as possible, adhering to restrictions noted in this RFQ. Due to municipal bylaws restricting height, the proposed cabinet shall be NO higher than 72”. (a) Perform the reverse engineering on BDPS Unit 3 IP turbine stage 13 diaphragm to obtain data required to manufacture a new diaphragm for unit 4.Produce the manufacturing drawings.
(b) Manufacture and supply the complete diaphragm mentioned in (a) above for BDPS unit 4 turbine as per this specification.
(c) All the associated stage hardware including but not limited to alignment hardware and if applicable erosion shields shall be included with the supply.
(d) Supply the manufacturing schedule and inspection and test plan for the diaphragm manufacturing, illustrating interdependencies and milestones.
(e) Provide the methods used for Non-Destructive Examining (NDE) e.g. (MT, UT and VT) at various stages of manufacturing.
(f) Warranty of the diaphragm and other components.
(g) Ship the manufactured diaphragm to BDPS.
(h) The Reverse engineering and the diaphragm manufacturing is to be done at the contractor’s facility.
(i) Supply the detailed report for the work, which shall include but not limited to: drawings, material test certificates, QC documents, details of special processes, any non-conformances etc.

SaskTel's Technology Division has a number of projects requiring the upgrade or replacement of existing technology infrastructure. Example projects include, but not limited to, the implementation of:

- Diameter Routing Agent solution

Education:
- Project Management Professional (PMI-PMP) is highly desired.
Skills and Experience:
- Minimum five (5) years experience as a Project Manager

- Proven strong Organization, Planning, Facilitation, Risk Analysis, Controlling, Negotiation, and Communication (verbal/written) skills required
- Proven experience in vendor management
- Proven experience in managing high level requirements gathering and development
- Expertise in using MS Project with experience in resourcing loading/leveling, calendaring, etc. Candidate will be required to maintain the MS Project schedule in coordination with various workgroups. Synopsis:
The scope of the Work generally includes the provision of skilled Scaffolder Workers, including all supervision, tools, equipment, and incidental materials to perform all required Scaffolder Work for coal-fired boilers, turbines, generators, auxiliary equipment, pulverizers, and coal handling equipment at each power plant site for which the Contractor is awarded the Contract.
Each Site has an Administrator who shall assign specific Work to the Contractor in the form of Work Orders from SaskPower’s SAP-based work management system, which SaskPower shall also used to verify invoices for Work completed.
The Work required at each Site includes scaffold erection, modification, inspection and dismantling, as required, for the boiler(s), turbine(s), generator(s), auxiliary equipment, and coal handling equipment, coal pulverizers and other equipment as required. Unit overhauls typically take three weeks. Shutdowns for major maintenance range from 6- to 10-week durations.
The term of the Contract is expected to be for 7 months commencing July 1, 2013 until January 31, 2014. SaskPower is in the process of examining its needs for similar services in the future and expects to publicly issue the necessary solicitation documents once the nature of services it needs are determined.
